On June 5-7, 2024 in the city of Ulcinj, Montenegro held an event of the World Bank PULSAR regional program. Representatives of the Ministries of Finance, universities and professional organizations of the following countries participate in the program, which began in 2017: Albania; Armenia; Azerbaijan; Bosnia and Herzegovina; Georgia; Kosovo; Moldova; Montenegro; North Macedonia; Serbia; Ukraine, etc. The partners of the program are Austria, Switzerland and the World Bank, which provide institutional support for its implementation and the resources necessary for its operation.
The PULSAR program supports the improvement of public sector accounting (PSA) and financial reporting concepts in accordance with international standards and best practices, to improve accountability, transparency and efficiency of public administration.
The main tasks of the event were focused on:
- research and discussion of the relationship between management, investment management and financial accounting in the public sector;
- studying and discussing the role of internal and external auditors in supporting accounting reforms in the public sector;
- familiarization with the latest news and developments of the Council on International Accounting Standards in the public sector;
- presentations of the key results and conclusions of the latest joint information product of PULSAR and the Korea Institute of Public Finance (KIPF) entitled " Implications of sustainability reporting for public sector accounting (PSA)";
- discussing next steps for the Education (EduCoP) and Financial Reporting (FinCoP) communities.
Svitlana Zubilevych, Candidate of economic sciences, prof. Department of Accounting and Auditing, has been a participant of the program from the start. She received a recommendation to participate in the program from the Federation of Professional Accountants and Auditors of Ukraine. The received information is used by S. Zubilevych in teaching such subjects as "International Financial Reporting Standards", "Accounting and Financial Reporting according to International Standards", "International Reporting Standards on Sustainable Development", and managing master's qualification works.
